Layer Naming Convention

Building layers follow the pattern BUILDINGS_RESIDENTIAL, BUILDINGS_COMMERCIAL, BUILDINGS_PUBLIC. Road layers use ROADS_HIGHWAY, ROADS_PRIMARY, ROADS_RESIDENTIAL. Environment uses WATER, GREEN_PARKS, and CONTOURS.
